- PT Amman Mineral Nusa Tenggara (AMNT), a subsidiary of PT Amman Mineral
Internasional (AMMAN), has secured the export permit for copper concentrate
from the Indonesian Ministry of Trade following a recommendation from the
Ministry of Energy and Mineral Resources (ESDM).
“The export permit will bolster the company’s financial condition as
we undertake significant capital expenditures for various expansion
projects, including supporting the smelter’s operations,” AMNT President
Director, Rachmat Makkasau, said in a statement on Thursday, July 25, 2024.
The permit allows AMNT to export up to 587,330 wet metric tons,
equivalent to 534,000 dry metric tons of copper concentrate, valid until
December 31, 2024. “The quota
aligns with the submission in the 2024 Work Plan and Budget,” Makkasau
noted. This permit is also a
testament to the progress of the copper smelter project being developed by
PT Amman Mineral Industri (AMIN), which is proceeding according to the
government’s targets. As of May
31, 2024, independent verification reported that the smelter project had
reached mechanical completion, achieving 95.5 percent progress.
The
commissioning of the main smelter facilities is expected to follow shortly.
The AMMAN copper smelter has a total input capacity of up to 900 kilo tons
per annum (ktpa) of concentrate from the Batu Hijau and future Elang mines.
The refined
products will include copper cathodes (222 ktpa), approximately 18 tons of
gold, 55 tons of silver, and around 830,000 tons of sulfuric acid annually.
The first copper cathode production is anticipated in the fourth quarter of
2024. The smelter construction
involves collaboration with international contractors, including China
Non-ferrous Metal Industry’s Foreign Engineering and Construction Co., Ltd
(NFC) and PT Pengembangan Industri Logam (PT PIL).
This partnership ensures that the smelter project meets global
standards and is completed on time. The project is poised to become one of
the fastest double flash smelting facilities constructed outside of China.
AMNT is among five companies benefiting from the mineral export
relaxation policy. In addition to AMNT, PT Freeport Indonesia also secured a
copper export permit earlier this month. June 20, 2023 - Mining company Amman Mineral Nusa Tenggara’s copper smelter in West Sumbawa is slated for completion by mid-2024, according to President Joko “Jokowi” Widodo during a visit to the construction ground on Tuesday. A verification team sent by the Energy and Mineral Resources Ministry reported that the construction to date has reached about 51.63 percent. “If God is willing, the smelter is done by mid-2024. Once we finish working on the smelters, be it nickel, copper, bauxite, or tin, this will certainly bring added value,” Jokowi said. “By added value, I mean it can be [a boost] to our export value or help spur as many jobs,” the president added. Amman Mineral’s smelter is set to have a production capacity of 900,000 tons of copper concentrates per annum. The smelter will produce 220,000 tons of copper cathodes with a 99.99 percent purity level, as well as 830,000 tons per annum in sulfuric acid. “If we integrate all [the smelters] nationwide and its derivative products, that would lead to lithium batteries and electric vehicles. Going forward, EVs will replace the internal combustion engine vehicles,” Jokowi said. “This huge ecosystem is a leapfrog move for Indonesia to become a developed economy,” Jokowi said. According to the 2023 US Geological Survey, Indonesia has 24 million tons of copper reserves. The country mined around 920,000 tons of copper throughout last year. Copper refinery production in 2022 also stood at 300,000 tons. February 8, 2023 - Indonesian mining company PT Amman Mineral Industri (AMIN) has partnered with Elessent Clean Technologies (Elessent) for the provision of a new smelter off-gas MECS ® sulfuric acid plant equipped with MECS ® DynaWave ® wet gas scrubbing technology. The new plant will be constructed in Sumbawa, Nusa Tenggara Barat, Indonesia with anticipated startup in 2024. Over the last few years, Indonesia has become a critical region for the battery metal marketplace. As the EV revolution sweeps the globe, consumers are procuring more vehicles to support energy transition. Battery metals are essential for the production of electric vehicles, as well as numerous other electronics, and producers are turning to Indonesian mining operations for access to materials. Elessent’s MECS ® sulfuric acid plant technology provides sulfuric acid used in HPAL (high-pressure acid leaching) extraction of battery raw materials with the most stringent control of emissions. With a new office in Jakarta, Elessent’s subsidiary, PT MECS MandR Solution, will be a local provider of technical services to customers throughout the country. “AMIN chose Elessent for their reputation in meeting environmental regulations and the high reliability of their technologies. Using MECS ® acid plant design and its incorporated technologies, our new plant will expectedly meet site-specific environmental, cost and operational goals, as well as environmental requirements,” said Mr. Anil Upadhyay, Copper Smelter Project Director, AMIN. The MECS ® sulfuric acid process design for AMIN incorporates state of the art technology including both MECS ® pre-conversion technology, which offers a novel approach for processing gas streams with elevated sulfur dioxide concentrations, and MECS ® DynaWave ® wet gas scrubbing technology. DynaWave ® scrubbers clean and condition the off gas from the copper smelter furnaces upstream of the sulfuric acid plant and are the gold standard for gas cleaning applications. Licensed and marketed by Elessent Clean Technologies, MECS ® DynaWave ® scrubbing technology has been successfully used at more than 400 sites worldwide. The new sulfuric acid plant will enable AMIN to provide high quality sulfuric acid to the local Indonesian market, as well as benefiting the country and region by tightly controlling air emissions from the smelter.
December 31, 2021 - After the
October 2021 groundbreaking ceremony for PT Freeport Indonesia’s (PTFI) new
copper smelter at the Special Economic Zone Java Integrated Industrial and
Port Estate (SEZ JIIPE) in Gresik, East Java, a second new copper
smelter project is also progressing as PT Amman Mineral Industri (AMIN)
recently finally completed detailed contracts with two major contractors to
build AMMAN’s Copper Smelter & Precious Metal Refinery (PMR) projects in
West Sumbawa Regency (KSB), West Nusa Tenggara Province (NTB). This is
a big downstream value-add boost for the Batu Hijau open pit copper-gold
mine operated by sister company PT Amman Mineral Nusa Tenggara, the second
largest copper-gold mine in Indonesia behind PT Freeport Indonesia’s
Grasberg. It means that Indonesia will soon have three copper smelters – PT
Smelting Gresik, which has been operating as the single in-country smelter
since 1996, plus the new PTFI and AMMAN smelters now in-development.
The contracts were signed between AMIN and China Non-Ferrous Metal
Industry’s Foreign Engineering and Construction Co Ltd (NFC) as well as PT
Pengembangan Industri Logam (PT PIL) in a virtual ceremony on Friday,
December 10, 2021. The signing ceremony was witnessed by the Governor of
West Nusa Tenggara Province and the Regent of West Sumbawa Regency. AMIN’s
President Director, Rachmat Makkasau signed both contracts at AMMAN’s
headquarters in Jakarta. In his speech, Makkasau stated that these contracts
reiterate AMMAN’s commitment to building the copper smelter & PMR projects
according to government regulations. “I would like to thank all
parties who have been very patient and persistent in bringing amicable
closure on technical, commercial & financial fronts to produce these
contracts, despite immense challenges from the COVID-19 pandemic. This
contract will soon be followed up by the mobilisation of all contractors,
project management companies, including workforce, equipment, and supplies.
We have identified certain project challenges that we may encounter and
prepared some mitigation plans. To execute this megaproject, we need support
from all stakeholders, including the government at local and national
levels, business partners, and the surrounding communities” he said.
NFC will be the main contractor that supplies the materials and equipment
for the 0.9 Mt/y copper smelter and PMR facilities. The technology and
patented equipment for the project will be procured from prominent original
equipment manufacturers around the globe by NFC, such as NERIN & Yanggu of
China for the smelting & converting technologies, MECS of the USA for the
gas cleaning and sulphuric acid plants, Kumera & Metso-Outotec of Finland
for anode furnaces & casting wheels, while Glencore Technology of Australia
has been entrusted with providing the design & technology for a copper
electro refinery. NFC’s President Director, Qin Junman, expressed his
appreciation for the trust given by AMMAN. “As one of the top international
contractors, NFC has successfully completed numerous projects, including
copper smelters with the latest technology. We are confident that we will
build this project into a world-class one with the help and support from the
government, AMMAN, and our partners. During the COVID-19 pandemic, the
project will be very challenging. However, we want to ensure that all
necessary resources are available for smooth, successful, and on-schedule
project implementation.” April 14, 2021 - PT Amman Mineral Nusa Tenggara (AMNT), a business unit of PT Medco Energi Internasional Tbk (MEDC) in the mining sector, has reduced the input capacity of copper concentrate in the smelter project which is currently being built in Benete, West Sumbawa Regency, West Nusa Tenggara. (NTB). Initially, the targeted capacity was 1.3 million tons per year, but now the target has been lowered to 900 thousand tons per year. President Director of PT Amman Mineral Nusa Tenggara (AMNT) Rachmat Makkasau said the change in the capacity of the copper smelter was carried out as a result of the impact of the Covid-19 pandemic. "The capacity of 900 thousand tons has been adjusted from the previous planned capacity of 1.3 million tons per year. This capacity adjustment was carried out due to development challenges due to the Covid-19 pandemic," he said in an official statement received by CNBC Indonesia, Wednesday (14/14/2020). 04/2021). His party admitted that he would continue to increase efforts to prevent the spread of Covid-19 by restricting access to and from the smelter area under its operational area. "Our business partners are also experiencing restrictions on official travel," he said. However, he added, his party will continue to strive so that the targets set can be achieved, although with a lower capacity than the initial target that has been set. The company targets the construction of this new smelter to be completed in 2023. "With a lower capacity, the project completion schedule target can be achieved," he said optimistically. Currently, his party is in the final evaluation stage of several consortiums of EPC contractors ( Engineering, Procurement, and Construction ) and is targeted to determine the winner of the auction in the near future. "Amman targets to complete the process of determining the winner of the EPC tender in the near future. The licensing process related to construction, logistics and buildings will also continue to be carried out in parallel with the support of the local government," he said. According to him, the change in the target capacity for the new smelter will also have an impact on the planned supply capacity for copper concentrate produced from the Batu Hijau mine and the potential for the Elang block managed by the company. www.cnbcindonesia.com January 17, 2021 - PT. Amman Mineral Nusa Tenggara (AMNT) will soon meet the NTB Provincial Government to discuss the continuation of the construction of the smelter which had stopped due to the Covid-19 pandemic. The meeting is planned for late January or early February. The head of the NTB Bappeda, Amry Rakhman said, the last coordination with PT. AMNT was conducted last December. His party is still coordinating with the Ministry of Energy and Mineral Resources about their plans. "What is the result of their coordination, to this day I have not coordinated again," he said. Amry explained, PT. AMNT has planned to meet with the NTB Provincial Government and the Sumbawa Regency Government (KSB) regarding the continuation of the smelter construction. He said that until now, the construction of the smelter has not yet begun. ''He gave me an answer, we need to meet in January or early February. To discuss matters related to industrial areas and smelters. So that we know what to do next,'' he said. According to him, AMNT has carried out the land acquisition process for the smelter construction site. Likewise, the right to use the building has also been taken care of. Based on information received by the NTB One Stop Licensing and Investment Service (DPMPTSP), after calling the mining company, at the end of 2020, the progress of the smelter construction currently only reached 24 percent. PT. AMNT has obtained a permit for spatial planning for an area of 850 hectares. Where, 154 hectares of land acquisition process has been completed, 50 hectares of land cleaning, are ready for the location of the smelter construction implementation. The impact of the Covid-19 pandemic changed the entire initial plan for the construction of the PT. AMNT at KSB. Since March 2020, due to Covid-19, AMNT has changed the entire original plan. Due to the COVID-19 pandemic, some plans have been delayed. For example, the design engineering work was delayed which was supposed to be final in 2020. As a result, the design engineering work was delayed because the bid recruitment contractor was still on lockdown. Land preparation is also backward because it avoids direct contact. So that in the future the company will again plan to submit bids to contractors in February. www.listrikindonesia.com (Translated) January 24, 2019 - PT Amman Mineral Industry, a subsidiary of copper and gold producer PT Amman Mineral Nusa Tenggara (AMNT), moves ahead with its plan to develop a smelter plant that will be located at Benete Bay in Sumbawa, West Nusa Tenggara province. President Director of Amman Mineral Rachmat Makkasau said Thursday that the plan to develop the smelter remains on track. As reported earlier, the company will build a smelter plant with a capacity of 1.3 million tons per annum. For now, it pushes aside a plan to develop a joint smelter in collaboration with giant gold and copper mine Freeport Indonesia. In November last year, Amman Mineral appointed Outotec the Front-End Engineering Design (FEED) of a new copper smelter to be located at Benete Bay in Sumbawa, Indonesia. An FEED contract has been signed by both parties valued at approximately EUR 10 million. Outotec’s scope of engineering covers the design of the entire copper smelter. The engineering will be based on Outotec® Flash Smelting and Flash Converting technology, and include an electrolytic refinery, slag concentrator, precious metals refinery, wet gas cleaning and Lurec® sulfuric acid plant as well as effluent treatment plant and its associated infrastructure. Outotec’s design work will take place in the following nine months and is a continuation of the feasibility study conducted in 2017. Once completed, the new smelter is planned to primarily process Indonesian copper concentrate. “PT Amman Mineral Industri set the overriding design criteria to be proven technology that fulfils the strict international environmental standards. We are happy to help them to meet their sustainability goals by designing a copper smelter based on the most advanced technology in the world”, says Kalle Härkki, Head of Outotec’s Metals, Energy & Water business. November 8, 2018 - Outotec has confirmed it has secured a €10 million (US$11.4 million) front-end engineering design (FEED) contract for a copper smelter at the Benete Bay project in Sumbawa, Indonesia. The nine-month agreement is with contract partner PT Amman Mineral Industri, part of copper and gold producer PT Amman Mineral Nusa Tenggara. The contract's scope includes design of the entire smelter with engineering based on Outotec's Flash Smelting and Flash Converting technology. It will include an electrolytic refinery and slag concentrator, as well as a precious metals refinery, wet gas cleaning and a Lurec sulphuric acid plant. An effluent treatment plant and associated infrastructure are also part of the FEED agreement.Once the smelter is in operation, it will mainly process Indonesian copper concentrate."PT Amman Mineral Industri set the overriding design criteria to be proven technology that fulfills the strict international environmental standards," Outotec metals, energy and water business head Kalle Härkki said. "We are happy to help them to meet their sustainability goals." www.miningmagazine.comMay 3, 2017 - The government claims that copper miner PT Amman Mineral Nusa Tenggara -- previously named PT Newmont Nusa Tenggara -- will start construction of its smelter in early 2018 along the coastal areas of Sumbawa in West Nusa Tenggara. “The construction is planned for early 2018. Currently, the company is still in the process of procuring [the materials],” said Bambang Susigit, the minerals business supervision director at the Energy and Mineral Resources Ministry, as reported by tempo.co on Tuesday. The smelter, which is required for a Special Mining License (IUPK), is expected to be completed in the next five years. It is designed to purify 1 million tons of copper concentrate per year. Its capacity will be gradually increased to 2 million tons per year. The project costs an estimated US$2.2 billion. Bambang’s statement was confirmed by Muhammad Lutfi, the main commissioner of PT Medco Energi Internasional. “Our commitment is to construct smelters after the process of acquisition [of the company] is finished. By our calculations, construction will start in early 2018,” said Lutfi. Medco holds a 50 percent share of Amman Mineral Investama, which controls 82.2 percent of Amman Mineral Nusa Tenggara. Bambang called on Amman to immediately submit an environment impact analysis (amdal) document to the Environment and Forestry Ministry for the smelter project as required by law. www.aseanaffairs.com |
